ODANE NETWORK

This is a network of people, organisations, companies and institutions willing to implement measures to promote and award integrity in the workplace and fight corruption.

We welcome members who would like to join this consortium and employ anti-corruption programmes. It is working in line with:

· UN SDG 16: (16.4, 16.5, 16.6, 16.7, 16.10, 16.b indicators) to promote peaceful and sustainable societies for sustainable development, provide access to justice for all, and build effective, accountable and inclusive institutions at all levels. (https://sdgs.un.org/goals/goal16)

We are working on programmes that:

1. Report on events/traing/meetings/sessions/conferences etc...


2. Assess and monitor absenteeism amongst public servants and/or students:
    
      a. Provide real-time data collection, monitoring and evaluation of absenteeism amongst civil servants and students.

      b. Assess and monitor the performance, effectiveness and impact of public bodies and administration.

      c. Mitigate deviations of public resources, such as civil servants, teachers, police, politicians, councillors and others.

      d. Promote transparency, integrity, inclusivity, access to public administration and promotes the rights of the people.

3. Providing soon a label for organisations.

4. Provide software for birth registration ID4all. (see phase 3 below). 

Phase 1 done

· Observation

o Observers and watchdogs from Civil Society Organisations witness and report on events, in line with Open Government Partnership (https://www.opengovpartnership.org) that involves citizens with government departments.

Phase 2 completed

o Open Source Software development:
    
     § We are developing applications using open source software.

     § Data on the presence and location of staff can be collected using geo-location and fingerprint technology.

     § Wages and bonuses/awards can be accurately allocated to those present and support performance based financing and limit payroll fraud
            
 o This programme can be developed and used for more applications (see options) and such as a label for effectivness.

Phase 3 coming soon

Developing this software application for other useful initiatives, such as ID 4 All. Many of the poorest people in developing countries are not registered at birth, and so are invisible to authorities. This software can provide secure registration.


· The shortage of money and time due to corruption leads to a shortage in investment in public services that affects the poorest the most.

· Be better able to develop public amenities and infrastructure especially important in developing countries by diverting the millions of money and time away from corruption into the projects it was intended for.

· Promote transparency and accountability amongst organisations to reduce fraud.

· Foster confidence in public administration and democracy amongst the public.

· Promote awareness, and provide support and awards for greater integrity in the workplace.

· Reduce corruption (see more on the damage of corruption below).

· It is in line with SDG 16 - to build effective and accountable institutions. (https://sdgs.un.org/goals/goal16). 

While our programmes can be implemented widely, we are focusing mainly on public institutions. Governments, public bodies, NGOs, associations and private businesses can deploy it who wish to develop capable, transparent and accountable organisations to deter corruption.

Facts about the Wide Ranging Damage of GHOST Corruption

Corruption is huge worldwide and affects the poorest the most

· Anti-corruption policies and measures are commonly weak.
· 5% of GDP globally is lost to corruption.
· $1 trillion is paid in bribes annually (World Bank Institute)
· $1.8 trillion disappeared into illicit trade from Africa from 1970-2008.
· 10 times more money leaves Africa illegally each year than is received in aid.

In the public service workplace:

· 7% of the public service globally is estimated to be ‘ghost workers’, ie on the payroll but giving no results (UAI Encyclopedia of World Problems)

Corruption has wide detrimental effects on societies:

· There is a shortage of finance and time available to spend on public services such as education, infrastructure, public buildings, environmental protection and more. This often affects least well off, those in developing countries and women and children.
· Greater supply of financial available for criminal activities that damage communities, such as trafficking, drugs, (addictions), and more.
· Lack of confidence by the public in governments, local authorities and democracy
· Lack of confidence by investors in countries where corruption is a problem
· It Increases tolerance of petty corruption in society generally
